A huge thank you goes out to our NCYC membership for the great attendance at the first 2 weeks of Elite Brigade work parties. Many projects have been started and a few have even been completed but, there are many more items to work on prior to opening. There are still two Elite Brigade parties (April 29 th and May 6 th ). Our two official work parties are May 13 th and May 20 th . Please continue to show up and work to make our great club “Come to Life.” The seawall project is well underway. We have the new seawall and steel installed. We are planning on starting the walkways at the third Elite Brigade work party. The new garage and walk-in cooler project have started. We have the forms built and the cement has started being laid. The tree trimmers worked the week of April 24 th, and we will need help cleaning up the branches and stumps. Our club is in a strong financial position. This is probably the best financial position for NCYC in over 15 years but, we have several large expenditures lined up in the next month. The membership has done a great job of planning and we can approach these improvements with confidence. This board has also made an extra effort to effectively communicate to our membership in a consistent and straight forward manner our financial position. It can be found on the website in the “Documents/Financial Documents” section. At the March and April Board of Directors Meeting, we reviewed several clarifications and suggestions to club policies. After careful review and much discussion, we have adjusted the following policies: 1. Policy For Members in Waiting and Members on Leave of Absence. 2. Policy for Incoming Rendezvous.
3. Arrival of Guests and Visiting Yachtsmen. 4. Annual Dues and Split Payment Policy.
The new verbiage will be in the 2023 roster, and we will be completing a fan out to address the new policies.
We have scheduled our 2 nd TIPS Training. It will be held May 7 th , 2023 at Huron Point Yacht Club at noon. If you have not done so, please contact VC/PC Romatz to reserve your seat for the training.
Spring of 2023 has been challenging, yet very rewarding. We look forward to milder weather and a great start to the year for our North Channel family. Thank you to everyone in advance for your dedication and for finding ways to use your talent to better our club.

Since the last Beacon was published our membership seems to be doing pretty good. Director Philip Maniaci is home and continues to improve and I am not aware of any in our membership currently in the hospital. Pray for safety and journey mercies for our club family who will be returning from their winter havens. I hope everyone enjoyed time with their loved ones during the celebration of Easter and took time to praise God for the greatest gift of all, eternal life through Jesus Christ our Lord. Commodore’s Comments
Rachel and I would like to thank everyone that came on the Commodore’s Cruise. We hope everyone enjoyed the Encore, the sun, the fun and camaraderie. I would also like to thank everyone who participated in the first of two TIPS training held at North Star Sail Club. Please remember this is required for all OD Managers, Weekday Managers, BOD and Flag. We have not determined the exact date for the second training. However, it will be late April or early May. The location is still TBD, but we are hoping to hold it on the island. I look forward getting out to the island in the very near future to start assessing any damage from the Winter. I also look forward to start working on the long list of projects we have for the spring. Please remember the Elite Brigade work parties starts April 15 th and continues for the next three Saturdays. The next two Saturdays will be the official work parties. The First Mates Fashion Show is April 30 th , 2023. Please send your reservation to Rachel Fringer if you plan on attending. Thank You to all of the Board Members and members that were able to come out and join us for the TIPS training March 4th at North Star Sail Club. At this point, we will have 45 TIPS certified trained members and hopefully after the next class we put together we will have more than enough members trained to keep ourselves covered at all times. We have a lot of Policy changes moving forward this year and I think it’s important that we get the Membership informed of these changes as soon as possible. Keeping in mind we are a social club and we need to educate our Weekend OD’s and Weekday Managers and members of the importance of enforcing these changed policies in a friendly way as much as possible. We should think about some signage moving forward as we started with last year to remind our members and guests of some of these changes i.e. only NCYC members can purchase alcohol; alcoholic beverages from your boats or coolers are prohibited in the club house and areas covered by the MLCC License. First, I want to thank Brian and Rachel for a great cruise experience. All of Rachel’s hard work paid off with a great cruise. Final plans and numbers are coming together for the new garage, I will have a detailed plan and report next month. Since there is virtually no ice this year, I will be uncovering the pontoon in a couple of weeks so we can get over to the island and get things set up for the spring work parties. We are going to need everyone’s help to complete all of this year's projects. Phase I of the garage project will be getting the ground ready and pouring the slab. We will need lots of member help on this part of the project.
The Board is off to a great start doing great work for the club.

P/C Hall presented a brief summary of ABYA activities for 2023.

Correspondence received from a Member (anonymously):
Proposal: E liminate special status member categories, “ Senior and Non- boater”(excluding junior members).
Rationale: By having these reduced dues categories, the fixed operating and maintenance costs of the Club is unfairly shifted to the 184 full paying members. This also reduces the revenue of the Club for ongoing operating costs by $25,125 per year (see Table below). Additionally, this causes certain members to pay less for the same benefits that all members enjoy. In the current environment of high inflation and material and labor costs, NCYC can achieve an increase in operating revenue without having to go back to the membership for dues increase. We also need to be aware that we currently have a member waiting list than can backfill any outgoing members.

Flag Officers ’ Response:
The Flag is not in favor of removing the Senior Member category for the following reasons:
1) This would impact more than the yearly dues payment. We would also have to adjust the work hours for these members and many senior members are not able to work those additional hours. 2) This group is a finite number of people and is decreasing every year. This membership category will be eliminated over time due to attrition and does not need a new rule. 3) We do not support the possibility of pressuring (or running out) long time members that do so much for our club. The Flag is NOT in favor of removing the Non-Boating Member category for the following reasons: 1) This would require changes to our Junior Members benefit of being allowed to join the club as a non-boating member. If we choose the option of still allowing them to join as Non-Boating we will have the discrepancy of allowing it for some members and not others. Discrepancies of this nature are never good in a volunteer organization. 2) We do not have enough wells to change all non-boating members to boating status. If they pay full price, they will expect to be able to come to the island if not on their boat then on someone else's boat. 3) A significant cost to running the club is docking, seawall, pedestals, Wi-Fi, dock power, etc. In general, non-boating members do not use or contribute to these expenses as such they are deserving of a lower rate. All Board members are entitled to their own opinion on this. If anyone disagrees with the stance taken by the Flag, we are open to adding this as an agenda item for the next Board meeting. If not, this will be read into the Board minutes per our by-laws.

1) I NCOMING R ENDEZVOUS
Incoming Weekday Rendezvous Affiliation with approved reciprocating yachting associations, Member sponsorship, organized charity, community establishments, previous practices, and past behavior will be considered. Length of stay defined as Sunday noon (Monday on a Holiday Weekend) arrival and departure of all boats no later than Thursday noon of the same week. Dockage will be size appropriately assigned by Incoming Rendezvous Harbor Master and/or Weekday Manager beginning with the guest wells and be consistent with Member dockage priority policy. Affiliate club members should provide their membership card. Incoming Weekend Rendezvous Affiliation with approved reciprocating yachting associations, Member sponsorship, organized charity, community establishments, previous practices, and past behavior will be considered. Length of stay defined as Friday arrival and departure of all boats no later than Sunday 6pm of the same weekend. Weekend Rendezvous will only be allowed during NCYC outgoing Rendezvous weekends. NCYC will limit availability to a maximum of 20 wells for guest dockage for Weekend Rendezvous. Affiliate club members should provide their membership card. Clubhouse Policies for Incoming Rendezvous The NCYC Board of Directors will review requests for incoming rendezvous and determine to accept the request and whether to apply for a Special Liquor License. NCYC may apply for up to 12 Special Liquor Licenses per year. Additional Requests for Use of Premises by NCYC Member A NCYC member may request to have a member sponsored event for guests on NCYC premises. The member must make a written request to the Secretary of NCYC for approval at a NCYC Board Meeting. Members may purchase a gift card for his/her guests. The card is purchased by the member, and a log m ust be kept of the member’s name, membership number, purchase and its value. As the guest uses the funds, the funds are deducted from the value of the card.

Leave of Absence Members on Leave of Absence (LOA) are not permitted access to Club property. Members on LOA will be subject to a $50.00 per year membership maintenance fee which will include some access to the North Channel Yacht Club website, emails, e beacon, and relevant North Channel Yacht Club mailings. By Michigan Law, only Members are allowed to purchase alcoholic beverages from the Bar. Consequentially, Members on LOA are prohibited from purchasing alcoholic beverages from the bar until they reinstate membership (MCL 436.1537.1c). Prospective Members on Wait List Prospective members with the required application deposit are considered guests. Prospective members are entitled to the same privileges as Guest and Visiting Yachtsman and will have member-sponsored access to the North Channel Yacht Club properties. By Michigan Law, only Members are allowed to purchase alcoholic beverages from the Bar. As such, prospective members are prohibited from purchasing alcoholic beverages from the bar until they are admitted to membership in accordance with the NCYC bylaws, pay annual dues, and have voting rights (MCL 436.1537.1c).

First Mates Mention April 2023
The 2023 Fashion Show is Very Close! Remember the deadline is April 23 rd . All checks need to be made out to NCYC First Mates. Mail all reservations to Rachel Fringer. You can send them to 48235 Golfview Drive, Macomb, MI 48044. It is going to be a great Show! The doors will OPEN at 11am.
Saturday, May 27 th is our Annual First Mates Patio Party from 11:30am – 12:30pm. We will sell raffle tickets on Friday and Saturday for a chance to win our “Wagon of Cheer”. The winner will be announced after dinner Saturday night. Please note if you bring an appetizer, please have it in a disposable container. This helps us have an easy clean up. Thank you in advance!

Thank You! For those who don’t know, this bowling season NCYC bowlers organized a fundraiser to raise money to give our kid’s room a facelift. Special thanks to our First Mates, First Lady Rachel Fringer, Colleen Hall, Christa Betts, and Jill Romatz for their time and prize donations. A huge shoutout to our members for buying tickets each month and making this fundraiser a success! We raised $1,070.00! Looking forward to creating a space for our youth to enjoy and make memories! For those that would like to support the cause but may not have had the opportunity to get involved, we are still collecting donations for the kid’s room and our youth events.
