I hate to sound like a broken record, but Wow!, where’s the time going? It’s already March and I’m looking for Green stuff to wear. You’ll find photos of the Commodore’s Ball in this edition. For the sake of brevity and to not play favorites I included just the Ceremony. For those of you who haven’t yet, I’d encourage you to log into the photographer’s website and have a look at the 7 albums of photos. If you were there, you’ll likely find a photo that you might want. You may download any you wish for free. You may also order prints right from his website. Additionally, I’ve included the Great Lakes Levels for your reference. On the second page is a link to the direct page if you want to see additional information on the monitoring and regulation of the Great Lakes and connecting waterways. I’ve been reading these since the 1970s and learned a great deal about our hydro-system over the years as well as the various governmental agencies surrounding our lakes. Back then of course everything was printed and mailed, my mom used to jump every time I got a letter from the Army, even if it was the Corps of Engineers. We had a couple nice get togethers down here amongst the Snow-Bird membership, a big thank you to Scott Goemmel and Michele LaCombe for the wonderful hospitality at your new southern escape and to Dianne French who put us up at her clubhouse for a nice luncheon.

It is now March and we are creeping closer to boating season and opening up the Club. We now have our new committee’s in place, weekend OD schedules shaping up for the 2018 summer. We still need 2 weekday managers to fill our missing slots in September. Please try to get some member friends together to fill those two missing weeks and let Vicky or Dick Raymond know. (810-794-4850). We created a new policy that will have rules and regulations for incoming rendezvous and Poker runs. Please see the actual document included in this March Beacon. The ABYA will be having their 2018 Spring Rendezvous on March 9 -11th at Valley Plaza Midland Resort. The cost is $370/couple. If you plan on attending, please contact Jill Romatz at 586-265-7793. The Blessing of the Fleet will take place at Mariner’s Church, the Maritime Sailors Cathedral, on Sunday, March 11 at 11:00 AM. Please let me know if you would like to attend. This is a unique church service and you get to see a lot of neighboring yacht clubs display their flags. Our first Elite Brigade work party starts April 14th. Please mark your calendars. We will need lots of help to start removing the old siding on the Clubhouse. There is still time to join over 60 of your fellow NCYC members for the Commodore’s Cruise in September. The cruise will take us from New York to Halifax, Nova Scotia along the east coast of the Atlantic Ocean. Please contact me if you are interested in joining us or have questions.

With all the precipitation we have been receiving in Michigan and Ontario, I hope that everyone’s property has survived without incident! A positive outcome of the rain is that we should not experience a problem with low water levels this year. Also, the 14-day outlook is forecasting above the freezing mark. I hope this is a sign of an early and warm spring on the way! During our last Board of Directors meeting, all of the committees were approved and they are now in place to deal with the club business. If you have a suggestion to better the club, please feel free to direct them to a Board member or the appropriate committee. Your voice matters and we want to hear from you. With spring on the way, we need to start thinking about the projects that need to get accomplished. To name a few, we are replacing the siding on the lower half of the clubhouse, we have some rotten flooring near the icemaker and some seawall tiebacks that need replacing. We definitely require many hands to accomplish these projects and your help during the Elite Brigade’s is always appreciated. For us that stay north over the winter, it’s nice to get a taste of summer at the Detroit Boat Show. It was nice to see the place busy. Manufactures and vendors are reporting that a lot of people came ready to purchase a boat and that they are running out of stock. This is a good sign that the economy is going in the right direction and recreational boating is on the rise. This should prove beneficial to NCYC membership in years to come. Upcoming events are the ABYA Spring Rendezvous March 9th -11th, the Blessing of the Fleet on March 11th at the historic Mariners' Church of Detroit, the first Elite Brigade on April 14th and our First Mates fashion Show on May 6th . It appears that the 15 inches of ice that I was ice fishing on just a little over a week ago has given way to the high winds and warmer temperatures. The bay is opened up by our house and there was a lot of wave action today. March 20th is just around the corner and marks the first day of spring. With this in mind it's not a bad idea to make a check list of things to do to prepare for the upcoming boating season. One area of concern is that our young boaters have taken the required "Safe Boating" courses that are required to allow them to legally operate power boats and personal water craft. This time of the year our local Sheriffs Marine Patrol Divisions, Power Squadrons and some local school districts offer these courses. To familiarize yourselfwiththe rules and regulations you can visit the DNR website, Google "Boat operator age restrictions". With our first Elite Brigade just seven weeks away, it would be a good time to set your schedule for the date that would be best for you to make it out to the island to fulfill your work hourobligation. Don't forget that you can come out more than one Saturday. The more help we have the more work gets completed and less work carriesoverintothe boating season. NOTES FROM THE CHAPLAIN, ART BROOKS On January 30, 2018 , William Fredrick Scarpace , aka “Mirror Man” passed away. Bill and Arlene were long time NCYC members. Visitation was at D.S. Temrowski & Sons Funeral Home in Warren. Our thoughts and prayers are with the Scarpace and Charles Cook ( stepson) family. A lesson from the Bible…… Proverbs 10:9 “The man of integrity walks securely, but he who takes crooked paths will be found out”. “Tell the truth the first time and then you won’t have to remember what you said” . That’s a quote attributed to the famous Speaker of the House, Sam Rayburn. If you choose to live a life being deceitful or perverse, you will constantly be worrying that people will find out. There is no security or assurance in crooked path.
The following seems so appropriate considering the trying times many are having this month. “People Need Each Other”

Hi Ladies: Boating weather is just around the corner. I hope you all have a happy and fun St. Patricks Day. There are lots of plans and preparations underway for a fun year ahead so don’t forget to return your First Mates membership update and dues by March 31st in time to be included in the 2018 roster. The First Mate Fashion Show is on Sunday May 6, 2018. This year it is being held at Barrister Gardens and reservations are being taken by Jill Romatz. Form and check are due by April 21, 2018. The fashion show is a great way to take a more active role in participating with First Mates. This is our largest fund raiser. Donations are welcome for the raffle as well as monetary donations. Monetary donations should be made payable to Shelley Sweier. Please help to make this fashion show a huge success. Our membership meeting is scheduled for Saturday, May 27th, 2018, in the clubhouse followed by our annual Welcome Reception. Don’t forget about Ladies Week, date still to be determined. I know we will have a great time together as we continue to work as a team moving the club forward in 2018. I want us also to continue to be transparent with the decisions we make as a group with putting the members first with our actions and motivations.

In 2017, the board was a very cohesive group and what was shared in our meetings stayed in our meetings. We need that to continue for 2018. We will have some disagreements and I’m sure all will agree that is going to happen. But at the end of the meeting, we need to all continue to be friends and continue to do what is best for NCYC. All of us are volunteers and all of us are giving of our time away from family and friends to make NCYC the best club on the lake. Let’s try to be patient with each other and support each other in all we do. Lastly, I want all of you to feel you can contact me at any time. There will be no dumb questions from you, but you may get a dumb answer from me. The success of this board will be due to the spirit of cooperation all of us portray to the membership who have voted and entrusted us to these positions of leadership. I look forward to this year as your Commodore. Vice-Commodore’s Comments Vice Commodore, Ian Blackburn Welcome new board members. Everybody’s got a critical role and we’re here to support you, so if you have something you need support on, please see fellow flag and board members. Also, we have committees coming up so if you’re a committee chair, please get those members chosen. Rear-Commodore’s Comments Rear Commodore, Bill Calihan I’d like to say welcome to everybody and I’m looking forward to serving as Rear Commodore at NCYC. As I stated in my past speeches, I will always put the club and its members first. I will be helping Tom Altobelli transition into his position in H&G and be there for support. Financial Report Treasurer, Brian Fringer Not a lot of activity in December. Discussed getting the new board members their charge cards to support projects. They need to stop into First Third Bank to get the cards. Discussed appropriate procedure for reporting H&G expenses to Brian and how things need to be coded. Brian to send procedure for doing that. Discussed reaching out to Dave Bidnick for a tax return review in the next couple weeks. Will get with Sue Reese (First Mates Treasurer) for their tax returns. V/C Blackburn asked about overdraft protection on the club’s checking accounts. Brian noted all accounts have overdraft protection that entails a small fee if an account is overdrawn, but this fee is significantly less than the fee for an overdrawn account. MOTION: Moved by Tom Martin and seconded by Scott Greenfelder to approve the Financial Report. Motion Carried. ABYA Report P/C Pat Carroll ABYA meeting was held on Monday, 1/8/18. Did an introduction of all the delegates for the clubs for 2018 and went through the history of ABYA. P/C Carroll wanted to remind everyone of the ABYA Spring Rendezvous this year, March 9, 10 th and 11 th up in Bay City. ABYA also handling Millionaires Parties at the Winter Garden with the first one at the end of March.

ABYA has ½ off tickets to this year’s Detroit Boat show February 17th – 25th. Contact Ed Bolsendahl via the ABYA website for this. Correspondence All None CURRENT BUSINESS Activities – Tom Martin No report. Club House – Scott Greenfelder No report Harbor & Grounds – Tom Altobelli No report Membership – Debbie Siwek Membership packets have been mailed out and we’re starting to receive some payments. There are three members who still have not paid their work or pay obligation: Charlie Cook, Rick Brown and Samantha Richardson. All have been contacted and have responded that the funds are coming. There are 4 people on the waiting list: Kevin Rae, Linda Mae, Gerry and Susan Piccinin, Roger and Margaret Odette Resignations: Dan Pienta and his son Brad Pienta (Jr member). Motion to approve Debbie Siwek, seconded by Tom Martin. Motion Carried. Joe Lewandoski and Charlie Cook have requested LOA. Letter for the request was submitted by Charlie. Motion was made to accept Charlie’s LOA by Darryl Campbell, seconded by Scott Greenfelder. Motion Carried. Joe’s LOA was not approved as a formal request has yet to be received. There is a formal NCYC LOA document that members who go on LOA are supposed to get. Explains guidelines (i.e. can’t come to the club, still owe $50, etc.). Need to make sure this is sent to members requesting LOA. Commodore Pagel asked if any of the new member candidates have had their interviews scheduled? Debbie indicated it is recommended to wait until February for this. Debbie will bring all the applications in for the February meeting and they will get divided up for the interviews. Debbie received a letter from P/C Edgar Atnip requesting to go to Sr. Boating status. Edgar also sent in a request to have Mike Riehl changed to Sr. Boating status as well. The board indicated Mike will have to be the one requesting this. It was mentioned that member candidates Dave and Vicky Cook have submitted a $250 initial deposit, but their name was not mentioned as being on the waiting list. P/C Carroll clarified the process: the potential members first submit a nonrefundable $250 initiation fee deposit. At the

official interview, the balance of the initiation fee is collected (and there are several payment options available for this) and their membership fee is due at this time. Following that, their application is reviewed at the following board meeting and once approved, they are official NCYC members. Publications – Ron Draper Just renewed the Flipping Book subscription for $650 (software used for Beacon) for two years (saved 15%). NCYConline.com domain name was renewed last year for 3 years, nothing due on that. Most of the 2018 board and flag updates have been done to the website. Need Tom and Debbie to Requested that articles/fliers for this year’s Beacon get to Ron by the 25 th of each month (deadline) for the following month. Reoccurring emails will go out to the membership by the 18 th or 19 th as reminders. While working on website, came across several old Beacons that won’t open. Not stored correctly. Does anyone have any information about this? A number of old Beacons are not recoverable. As a result, any Beacons that show up on our website that cannot be opened will be deleted. Got a request by a member who was looking to review Board minutes from past Beacons and could not find them. This raised the question of storing meeting minutes and vital documents in a more secure, accessible manor. Suggested we get some permanent form of document storage (i.e. Cloud). Many documents are gone. Need to get a better form of document storage for meeting minutes. P/C Carroll requested an update to the email address for the flag, Ron noted already done. Is there a list of members in bad standings? Bylaws stipulate this needs to be posted on the bulletin board in the clubhouse. Need to come up with a plan. Darryl asked if there was a place in the website for this? To be discussed at the February board meeting. Secretary – Glenn Nixon Sent out copies for weekend OD schedules and we are in good shape for the first 7 weekends with the exception of Tom Altobelli’s weekend. Tom mentioned that everyone who was on Check and Sandy Stroh’s weekend would transfer to his weekend including Chuck and Sandy. Debbie needs to get Glen the member preferences for work weekends that will be mailed to Debbie with the annual dues. Weekend OD’s are all filled for the season. Glen will take on the responsibility of paid bartenders this year, so members need to see Glen if interested. Ron requested to meet with Glen to work on formatting the document used to list the weekend assignments in the Beacon and roster. get pictures taken for website. Also needs comments from R/C Calihan. Set a 4/15 deadline to get information submitted for 2018 roster.

Supplies – Dale Hall Dale discussed the concept of raising the cash prices for club items (i.e. drinks) for nonmembers, but members would use their cash cards, which would ring up the item at the normal price. This could help weekday and OD managers for the times we raise prices for special events (i.e. poker runs) or if we decided to charge higher prices for incoming rendezvous. Our POS system has the capabilities to do this. P/C Carroll asked how this would work for a member who wants to pay cash? Dale indicated the member would have to pay the higher price (can only get member price using cash card). P/C Carroll commented this penalizes members who only use cash. Additional discussion on this topic is planned for next board meeting. Transportation – Darryl Campbell No report. Fleet Captain – Ken Lipowski Confirmed for 2 of 3 rendezvous. St. Clair confirmed for June 15th-17th; we have all of pier 4. Additional docks are available if we need them. We are confirmed for as many boats as we want for GPYC on July 27th-29th. Not confirmed for Club Island. They have a conflict for the week we have scheduled and asked if we can do the of weekend Aug 10th-12th. Concerned, as it’s only a few weeks after the GPYC rendezvous. NEW BUSINESS Status of OD Manual/POS Manual for 2018 : Glen Nixon Darryl Campbell requested Glen add to the OD manual instructions to make sure Fins 2 and 3 are filled with gas at the end of the weekends, but not #1. Further discussion on manuals on hold until next month. Member request for wavier of work hours: Commodore, Randy Pagel Jan Parent and Don Reiss request waiver of work hours due to health issues. Glen Nixon motioned to approve, seconded by P/C Carroll. Motion Carried. Debbie will notify them. V/C Blackburn noted Jan was permanently waived at the 4/13/17 Board meeting. Debbie will inform both of the approval. Clubhouse inspections : Commodore, Randy Pagel Last year board approved licensed inspector to come out to look at clubhouse structure and integrity. Didn’t happen last year due to time constraints, but will be done this spring MOTION: Moved by TomMartin and seconded by Ron Draper to approve the expense for the builder to examine the clubhouse and provide comments. Motion Carried. Commodore, Randy Pagel Club has experienced challenges with incoming rendezvous, mainly incoming poker runs. Club damage is a big concern. Commodore Pagel distributed draft of suggested guidelines for these events that clearly explains our rules of behavior. Public gets invited to these events and sponsors leave and public is still there. Discussed various ways to mitigate the risks for these occurrences (i.e. security deposits). Intent is to remove the liability off NCYC and place on sponsor. The concept was agreed upon by all and will be kept for future discussion. Incoming Rendezvous rule proposal :

Pete and Pam Poirier want to host another Jefferson Beach rendezvous, preferably during one of the NCYC rendezvous. Darryl stated last year their outing went very well (“everyone was just incredible”). But it doesn’t qualify for them for their 4 hour work party obligation. Tom suggested we assign wells and guest wells should be used first. It was mentioned Pete and Pam are good at placing boats in appropriate wells. Motion to approve weekend of July 22th, V/C Blackburn, seconded Scott Greenfelder, Motion approved. Flower Policy: Judy McHugh submitted an email to Commodore Pagel regarding NCYC’s floral arrangement sent for past member Norma Riehl’s funeral. In comparison to the other floral arrangements present, NCYC’s was very disappointing. To avoid situations like this in the future, she is volunteering to take over the responsibility for sending flowers for events. P/C Carroll mention he was at the funeral and was not pleased as well. All agreed this was disappointing considering the great support the Riehl’s have provided NCYC over the years. Budget is $60, need to spend more. First Mates currently have responsibility for sending flowers. Board agrees to check with the First Mates and see if they would consider having Judy handle the floral arrangements in the future. Weekend OD status: Already discussed. 2018 Committees and assignments: Commodore Pagel needs committees to give him names of who will be on the committees. ABYA Spring Diner Dance: Looking for board approval for June 1st, 2 nd and 3 rd for their annual dinner dance at the club. ABYA is looking for one night pay and one night free. Must pay Friday first to get Saturday free. Motion to approve P/C Carroll, second Brian Fringer. Motion Carried Commodore’s Ball: Randy distributed the Commodore’s Ball program with instructions for the night. Set up is at 9:00am. Peter Frame will be the MC. Member of the month: None Good of the Order Tom Altobelli raised the concern about guests not signing in. Because NCYC is a private club, should we require guests to call in first before arrival? Being we now have VHF monitoring, guests should use this and call in first. Signs stating NCYC is a private club have been located and need to get displayed at both entrances. We used to post these sign and need to start posting again. Discussion took place regarding members not displaying club burgees on boats. Not displaying it makes it hard for weekday and OD managers to determine who are members and who are guest. Randy asked how do we enforced? Do we need to put in bylaws or club policies? Club burgee is mentioned in bylaws,

but not pertaining to displaying it on boats. Board wants to give to bylaw committee to get in and let the membership vote on it. NCYC burgee should be first on the bow above other club burgees. P/C Carroll motioned to give to bylaw committee, Scott Greenfelder seconded. Motion carries. Adjournment MOTION: Moved by Bill Calihan and seconded by R/C Ian Blackburn to adjourn the meeting.
