From the Bridge –
Commodore Glenn Nixon Sheila and I hope our members continue to be safe and healthy. It appears we are finally seeing some improvements in the COVID-19 situation. In any case, the
Board and Flag remain committed to continuing progress toward readying the club for opening in our traditional timeframe while keeping the health and safety of the membership as our number one priority. Sheila and I have moved forward with cancellation of the Commodore's Ball at the Royal Park Hotel. We were not able to see any clear path to holding the event in a timely manner considering the ongoing restrictions placed on this and alternative venues. As of this time we are planning a formal event at the Club on June 12. Details to follow soon! Planning for rendezvous for this coming season is becoming more definite. At this stage we anticipate having only two rendezvous rather than the traditional three. We do have confirmation from Lexington Harbor for the weekend of July 23-25 and St. Clair Harbor for the weekend of August 13-15. Continue to watch for fanouts from your Fleet Captains for updates. It does not seem possible that we are only a bit over 2 weeks away from our first Elite Brigade on April 17th! I am sure we are all very excited about getting started on readying our boats for
spring and preparing the clubhouse and harbor and grounds for another great season. In the meantime, the Board and Flag are very busy planning the needed project activities, along with bringing on a raft of new members and approving weekday rendezvous. Please everyone keep an eye on your email for fanouts and stay informed. The time is going to go quickly now. We are looking forward to robust turnouts to the Elite Brigades as well as regular work parties. We look forward to seeing our fellow members very soon. Everyone please stay safe and have a happy and productive April.

With a little bout of winter weather at the end of February, the extended forecast appears to be
warming up Southeast Michigan as we move into mid-March. With all of us holding our collective breath for the second half of March to stay above average temperature, we will be headed to the island very soon to start getting it ready for a great year. A special thank you to Secretary Gary for developing the work schedule for the year and for trying to accommodate everyone’s schedule to complete their weekend work hours. Also, a big thank you to Publication’s Director Melissa for getting the Beacon’s out consistently and to our Membership Director Debbie for her ongoing work with dues and all the incoming new members. With the weather turning, the big work for the rest of us will start this month and really kick into high gear on April 17 th for our first Elite Brigade weekend. As you prepare for the Summer, please make sure your NCYC Burgee is in plain view on your boat and remind all our members to do the same. This is also a great time to check all your boat’s safety equipment and update anything that is damaged or missing. We look forward to seeing everyone face to face in April and May. V/C Dale

It is now March and we are creeping closer to boating season and opening our club. We have our new committees in place, the weekend OD schedule is shaping up for the 2021 summer. We still have openings for weekday managers, please contact Tony or Kim Scicluna if you are interested. Tony’s phone number is 586-291-8193 or Kim’s number is 586-944-8153. The Blessing of the Fleet will take place at the Mariners Church, the Maritime Sailors Cathedral, on Sunday March 14th and we will tentatively be represented by PC Calihan, PC Romatz and Vice Commodore Hall based on limited capacity. The ABYA is having a Horse Racing Spaghetti Charity Dinner on April 11th at Huron Pointe Yacht Club. Due to COVID-19 restrictions, capacity is limited. Please contact Jill Romatz for more information or if you are interested. Our Elite Brigade work parties will start April 17th, please mark your calendars. Past Commodore Bill Calihan Comments The ABYA held its first in person General
Membersh ip Meeting for the 2021 boating season, March 1 st , 2021. The meeting was hosted by the Nautical Mile Yacht
Club and held at Zef’s Dockside Restaurant. It was announced at that meeting that Rear Commodore Alexsay Karpowitsh resigned. This leaves this position open to any Commodore/Commander, past or present, from any member club to fill this position. The ABYA intends to have more fund raisers this year, but on a smaller scale. The first is as follows. Horse race Spaghetti Charity Dinner to be held April 11 th , 2021 and hosted by the Huron Pointe Yacht Club. Contact Jill Romantz for information. ABYA Spring Dinner Dance is to be held at the North Channel Yacht Club June 4 th , 5 th . Save the date and watch for further information. Other related ABYA events as follows. The Blessing of the Fleet held at the Old Mariners Church of Detroit will be this Sunday March 14 th . This year the participants will be limited to 70 persons due to the Coved 19 epidemic. The Detroit Power Squadron will hold its annual event, A one day trip to Put in Bay on Friday June 25 th .The price per person is $92.00 dollars. Watch for further information or feel free contact me. I would like to announce that Greg Murray has agreed to be the ABYA’s new Chaplin. Greg does a great job, I am very happy to hear the good news.
The next ABYA General Membership Meeting will be held at Huron Point Yacht Club April 5 th . Dinner is available from 6:00 to 7:30 with the meeting to follow. Dinner is $12.00 per person. A Message from Chaplain Mark Javery
Please continue to keep Mike and Sharon Linden as well as their entire family in your thoughts and prayers
as they mourn the recent loss of Mike’s mother Joan.
I am not aware of any other NCYC members in distress or suffering a loss during the month of March as of the time of this communication.
I have had follow up contact with member Kevin Quinn who related his hip replacement was successful, he is recovering ahead of schedule, and is even able to return to work.
Pray for safe travels for those in our membership that soon will be returning back from their winter homes.
Dear NCYC family,
The Lord is risen! I know this note finds us in times which may not feel like the time for Easter rejoicing. This last year has caused much suffering, loss, fear, and anxiety in our world and our membership. This is exactly when our Easter hope should be proclaimed. For Christians, Easter Sunday celebrates the greatest day in history, our foundation, when Jesus, the Son of God defeated death and rose from the grave. Without the resurrection the belief in God’s saving grace through Jesus is destroyed. When Jesus rose from the dead, he confirmed his identity as the Son of God and His work of atonement, redemption, reconciliation, and salvation. Ours is not the task of dwelling in the anxiety and fears of the present moment but in Jesus’ name looking ahead in hope to opportunity and life. Wherever you are in this journey we are taking, may the blessing of God who rises above all
the world’s suffering be with you this day and always guard you into the future. The Lord is risen indeed. Alleluia !!!
Luke 24:1-7 (NIV) On the first day of the week, very early in the morning, the women took the spices they had prepared and went to the tomb. They found the stone rolled away from the tomb, but when they entered, they did not find the body of the Lord Jesus. While they were wondering about this, suddenly two men in clothes that gleamed like lightning stood beside them. In their fright the women bowed down with their faces to the ground, but the men said to them, “Why do you look for the living among the dead? He is not here: he has risen! Remember how he told you, while he was still with you in Galilee: The Son of Man must be delivered over to the hands of sinners, be crucified, and on the third day be raised again.” An Easter Prayer Lord, the resurrection of Your Son has given us new life and renewed hope. Help us to live as new people in pursuit of the Christian ideal. Grant us wisdom to know what we must do, the will to want to do it, the courage to undertake it, the perseverance to continue to do it, and the strength to complete it. Amen
Message from the Fleet Captain NCYC Cruise Signup Instructions Michele and I are very excited to announce the final cruise dates and RSVP information. Many details about each cruise will be communicated between now and our membership meeting. Both of our cruises will provide great fun and memories. We have blocked wells at both locations and this FanOut is to ensure those that want to attend are able to secure your wells and instructions for those attending without boats. St Clair will be a party! Many details are being finalized and we will communicate the costume "theme" when we present at the membership meeting this spring. We have hosted many themed cruises and they are always a blast with 100% participation!!! Our theme is one we have been saving up for a great party – and this party is it! At this time, we have all transient wells on hold in the main marina harbor!! Let's fill this place up! In addition to a full open bar, the itinerary will be: Arrive on Friday afternoon. We will host a Docktails type of evening in the pavilion, followed by a campfire and likely a few spirits to keep your spirits up! Saturday we will have a breakfast provided with lunch on your own to enjoy the town! Saturday evening will be a blowout party - you will need to come in costume to dinner at the marina. We will have pre-dinner cocktails and awards related to the costumes! Then we will have live Rock and R&B music into the night, so bring your dancing shoes and your own chairs! Sunday we will provide breakfast and you can leave at your leisure We will offer different fee structures for those attending all weekend by boat/camper as well as those who may want to attend the Saturday dinner. We are finalizing food and other costs for each cruise, so stay tuned for those details in the near future. IF there is interest for non-boating members, we can work to secure a block of rooms at the recently renovated St Clair Inn. Also, if you are a The Lexington cruise will also be the launching point for The Commodore's Cruise. Details about the Commodore's cruise will be sent in the near future.

Sheila and I hope this finds all of our members safe and healthy. We continue to watch, pray and patiently wait for the COVID-19 threat to moderate and loosen its grip on our lives and businesses. The plan for the Commodore's Ball to be held at the Royal Park Hotel in Rochester on April 30th remains in place so far. We are staying optimistic the event can still go forward as planned. Planning for rendezvous for this coming season have proved to be incredibly challenging. Our Fleet Captains Scott and Michele Goemmel have been reaching out to numerous venues with little success in getting commitments. We know for certain we will need to find an alternative to MacRay Harbor for the June rendezvous as MacRay has decided to no longer offer transient dockage. The only venue that has made a commitment is St. Clair Harbor for the weekend of August 13-15. Continue to watch for fanouts from Fleet for updates. I look forward to finishing our committee approvals and get updates on the harbor and grounds projects. I also look forward to discussion, and hopefully approvals, of weekday incoming rendezvous along with updates on weekend OD coverage. Thank you to the board for a very productive January Board meeting. I look forward to continuing our work to dutifully carry out our responsibilities to thoughtfully and carefully govern the Club's affairs. I have a great deal of respect and faith in every board member and enjoy working with all of you. Mother Nature treated us right through the entire month of January but, reality has set in and February is bringing us a very typical Michigan winter. Although the weather has turned harsh the water levels were dropping nicely until the ice dams caused havoc for many in Algonac. The Coast Guard cutters worked diligently but, many people along the St. Clair River felt Mother Nature’s wrath in early February. We hope and pray that our friends and neighbors that have suffered water damage or displacement get relief quickly with a minimum about of damage. Knowing that these harsh winter days will turn into a milder March is what keeps us looking forward to boating season in Southeast Michigan. It will not be long and the great members of NCYC will be doing whatever it takes to make the island ready. We want to give a special thank you to all members that have paid their 2021 dues. Spring will be here before we know it and we encourage everyone to think about those high-quality people in your lives that would enjoy the Island as much as you do. Take the time to tell them all the great things about NCYC and get an enrollment package from Debbie Siwek before signing them up. We look forward to seeing you on the Island. Rachel and I hope everyone are staying safe and healthy during the winter months. As we wait for this season’s launch, the NCYC board is busy with this year’s projects and are planning for the spring. With spring right around the corner, it is time to remind all members to make a point of attending one or more of our elite Brigade work parties. We always have plenty to do and there is no better way to create new and refresh old friendships by working together on our great club. Do not be afraid of getting involved, you will enjoy it. Now we are in February and all members have renewed their membership through payment of their annual dues, please take few moments to think about the high-quality friends in your life and a person that you would be proud to sponsor at NCYC. Our members are our best recruiters and sharing your love for the island with your best friends and family members helps make lifetime memories. As many boat clubs on Lake St. Clair struggle to retain members and survive financially, our business model of volunteerism and hard work continues to withstand the test of time. Melissa is still waiting on login info for the Beacon, she is still having a difficult time getting the help she needs to navigate the Beacon and Roster. Is there a way to make the Roster not so repetitive? Melissa is looking at the cost of multiple printing of the same information. Glenn will reach out to the First Mates President to see if these items can be simplified. Is there a list of past advertisers in the Beacon? V/C Dale Hall said he is not sure a list exists. V/C Dale Hall will assist Melissa with past advertisers. Debbie will send all updates that she has for the Beacon. The weekend OD schedule has been completed and a copy of the schedule has been sent to all weekend OD’s. Gary has been working on weekend schedules and is about 90% completed. Gary has been organizing files and he has been updating the weekend OD training manual, that should be completed next month. Gary is planning a training session the opening week of the club and asked if Al Douglas would be interested in assisting. Gary still needs the username and password to access the membership link, Melissa will check to see if she can give access. 2. Status of Clubhouse Water Mitigation Plan Bill received an estimate from Foundation Systems of Michigan in the amount of 46,000 and some change, Bill went through it in detail and reached out to some of his business contacts that said the estimate was not far off, but the scope of work was more than what we had to do. Bill and one of his guys went to the island and checked the crawl space, the problem is we have historic high-water levels and in the winter the sump pump freezes up causing a lack of drainage and there is a lack of ventilation. Bill has a tentative plan to add a 2 nd sump pump under the kid’s area and drain it out to the downspouts on the exterior of the building. There is some dirt that needs to be moved and some minor drain tiles that need to be installed to channel the water where it needs to go. Bill is looking into adding some ventilation to the crawl space. He has put some numbers together to make these repairs in the amount of $5,000.00 to $10,000.00. Because we are not operational in the winter Bill feels we can add a vapor barrier to the floor next fall to help these issues and save money without encapsulating the entire crawl space. Bill will work on ventilation bids. Must go before finance committee before work is to be done.

4. Plan for Alcohol Awareness Program R/C Brian Fringer reached out to Dave Meldrum and at this time it looks like it will be a $40.00 fee per person to get proper training. R/C Brian Fringer is awaiting a response to see if there is an online training program that can be given, and he will check to see if a small group of members can offer the club these classes. 5. Golf Cart Offer Scott Goemmel and Bob ? are purchasing the gas powered golf cart. The board will need to come up with guidelines possibly in the OD manual to restrict the use of the golf cart to disabled members or workers. There should be enough room to store the golf cart in the shed. Golf cart would be restricted to the grassy areas, no dock usage. Commodore Glenn Nixon will compile a bullet point of rules and this will be tabled for further discussion at the March meeting. 6. Status of Project to Backfill Along New Walkway V/C Dale Hall has had conversations with Brad Patterson, Brad believes we can pull out as much fill as we need out of the East harbor but is concerned there is not enough fill out of the Robison for two reasons: *There is not enough room to work between the docks *Because the wall was recently replaced there could be problems with hard packed fill and we will not be able pull out fill dirt Discussion on options. Need to get 3 official quotes, Tom Altobelli will contact P/C Jim Angers for assistance and P/C Bill Calihan will assist with quotes.
7. Status of A-Dock Extension Project V/C Dale Hall and Tom Altobelli have been in discussions with Brad Patterson on options

The steel pilings would be put in between the wood pilings, we would need 3 – 5 steel pilings. This would support the dock extension and the large vessels. V/C Dale Hall and Tom think the best option would be the steel pilings. As soon as the ice clears Tom and V/C Dale Hall will set
up a meeting with Brad and address all grounds issues. Further discussion will be tabled to the March meeting.
8. Security Cameras for Off-Season Tabled to New Business

1. Clubhouse Sound System Update/Security Camera for Off-Season Al is concerned that during the off-season the island has a lot of foot traffic. There are some concerns on if the Wi-Fi is operational during the off-season. Bill Burkhardt will address this now that he has access to the WI-FI account.

New Boat Engine Cutoff Switch Law Goes Into Effect April 1
Applies to boats less than 26 feet operating on plane or above displacement speed SPRINGFIELD, Va., March 15, 2021 – There are new engine cutoff device wear requirements for recreational boat operators as part of the January 1, 2021, passage of National Defense Authorization Act that included a U.S. Coast Guard Reauthorization. These devices, commonly referred to as engine cutoff switches (ECOS), are designed to prevent a boat-strike injury if an operator is accidentally ejected overboard while underway. Engine cutoff devices can be located at the helm of the boat or on the tiller or body of an outboard engine and typically connect a boat’s operator to the cutoff switch with a lanyard. Some ECOS devices eliminate the lanyard and rely on wireless proximity devices to shut down an engine if the operator goes overboard. Effective April 1, 2021, the new law requires a vessel operator to use either a helm or outboard lanyard or wireless ECOS on certain vessels less than 26 feet when traveling on plane or above displacement speed. These vessels include (1) boats that have a functioning engine cutoff device installed at the helm or on an outboard engine or have wireless ECOS, or (2) boats manufactured beginning January 2020. The Coast Guard increased the number of boats required to have ECOS installed after this date in an effort to reduce boating accidents and fatalities.
Exceptions to the ECOS requirement include if the main helm of the vessel is in an enclosed cabin or the vessel is not operating on plane or at displacement speed. Low-speed activities such as fishing or docking do not require use of an ECOS. The vessel operator is also exempt if the boat’s motor produces less than 115 lbs. of static thrust – or about the size of a 2-hp engine. The new law applies to all federally navigable waterways. As this is a federal law, states do not have the ability to enforce the new ECOS regulation — though seven states (Alabama, Arkansas, Illinois, Louisiana, Nevada, New Jersey and Texas) currently have their own ECOS laws. BoatUS expects most states to amend their regulations to match federal law over the coming years. While boat operators who fail to follow the new requirement could face a $100 civil penalty for the first offense, BoatUS expects the U.S. Coast Guard’s initial focus will be education. Boaters are encouraged to check the U.S. Coast Guard website for additional information on this new use requirement and other safety regulations and recommendations. “BoatUS supports responsible use of cutoff devices and wants to get the word out to boaters to be aware of this new requirement so they can prepare,” said BoatUS Manager of Government Affairs David Kennedy. “We believe the new requirement allows recreational boaters to operate their vessels in a practical manner while increasing boating safety.” Kennedy suggests that boat operators double check to see that their engine cutoff switch is working and begin the season by getting into a good habit of wearing it.
