Commodore Glenn Nixon Commodores Comments May 2021 Beacon
Sheila and I hope our members continue to be safe and healthy. We continue to carefully monitor the COVID-19 situation and will adjust and publish our COVID-19 response to the membership as needed. As always, the Board and Flag remain committed to continuing progress toward readying the club for opening in our traditional timeframe while keeping the health and safety of the membership as our number one priority. Most of you have probably received your invitation to the Commodore's Ball which will be held on the Island on June 12. If you have not receive your invitation, please contact me. We have arranged for a 40' x 80' tent to accommodate attendees. We plan to keep every tradition you have come to expect at the Commodore's Ball while observing the current restrictions and guidelines. More details as they become available. Please watch for fanouts as we will likely need to share details on parking and management of the harbor for the event. We now have two Elite Brigades under our belts. Due to the cooperative weather, we have made astounding progress with preparation of the harbor and grounds. The spring cleanup of the flower beds is almost complete. Almost all of the mulch has been
applied including freshening of the kids playground. We have completed the backfill of the East harbor and Robison walkways with material to spare to refill any settling and to apply to the depression along the Genow walkway. We hope for more nice weather so we can clean and distribute the picnic tables and finish the yard cleanup and planting and re-top and plant grass seed along the walkways. Huge thanks to everyone who has participated in the Elite Brigade work parties. We have made some progress on patching and sealing the hole in the Genow seawall. I will leave it to Vice Commodore Dale to fill everyone in on progress with that project. There is a long way to go with preparation of the clubhouse since the good weather has kept us focused on outside work. We look forward to turning our attention to the clubhouse cleaning and preparation during the remaining Elite Brigades and regularly scheduled work parties. Please everyone keep an eye on your email for fanouts and stay informed. The time is going quickly and opening weekend is just around the corner. We are looking forward to robust turnouts to the Elite Brigades as well as regular work parties.
We look forward to seeing our fellow members very soon. Everyone please stay safe and have a happy and productive May.
Glenn Nixon

We are up against the opening of the club next month and the weather is cooperating in SE
Michigan. With the uncertainty of 2021 we are hoping for a reduction in the virus and the excitement of everyone to get behind a great opening of the club and a great boating season. April 17th will be our first Elite Brigade and we need all “All Hands-on Deck” to make the club ready for our opening weekend in late May. We have several projects with the seawalls and the walkways and with good participation, we should be able to achieve these prior to opening. As you prepare for the Summer, please make sure your NCYC Burgee is displayed in plain view on your boat and remind all our members to do the same. This is also a great time to check all your boat’s safety equipment and update anything that is damaged or missing. This is the time of the year that we look forward to and we look forward to seeing everyone face to face on the island. V/C Dale

Commodore Brian Fringer
Rachel and I hope this find’s all the members of our NCYC family healthy and safe. We hope everyone had a great Easter holiday. As I write this article, it is only 9 days from our first Elite Brigade work party which is schedule to take place April 17th and will continue for the next three Saturdays thereafter. Our first work party is scheduled for May 15th. Please mark your calendars. On April 17th we will begin the task of preparing the club house and harbor and grounds for the up-coming boating season. Please contact Bill Burkhardt., Clubhouse Director and Tom Altobelli., Harbor and Grounds Director, if you have any specific skills in order to help them io prepare for the work weekends. Looking forward to seeing everyone this spring to get our great club ready for the up-coming season. RC B
A Message from Chaplain Mark Javery
NOTES FROM CHAPLAIN MARK JAVERY The last month has brought heartache to families
of our NCYC membership who are grieving the loss of loved ones. Member Janet Pomeroy passed away on March 28th. Please keep Dennis and their entire family in your thoughts and prayers. Lou and Janet Garofalo mourn the passing of Janet’s father Richard Belloli Sr. Please keep their families in your thoughts and prayers. Mother’s Day…… It’s a holiday that conjures up happy images of young children presenting their moms with handmade cards and presents made in school. When dad brings home flowers and the whole family goes out for a special dinner at mom’s favorite restaurant. Love those memories… Working with often troubled kids at an alternative high school I am also saddened as for many Mother’s Day is far from this ideal. It is a day filled with complicated emotions, grief, and conflicting realities. Maybe you have lost your mother. Maybe you have a troubled relationship with your mother. I know of those struggling with infertility. I appreciate these are all are things that make this a tough day emotionally for so many. In my prayers I lay your pain at the Throne of God.
In whatever situation you find yourself this Mother’s Day may you find God’s peace as we take the time to celebrate the mothers in our lives.
Happy Mother’s Day A Mother gives her children stepping stones to the stars, Her love is unconditional her heart has no bars. A Mother teaches her children to be confident and bold, Her special love to her children is more valuable than silver or gold. A Mother picks up her children and wipes away life’s tears, She chases away monsters in the night and silences their fears. A Mother celebrates her children’s accomplishments in life, She hurts and cries with them when life brings times of strife. A Mother shares her love freely with her tender loving way, She grows more beautiful to her children with each passing day. A Mother is one of God’s greatest gifts to you and me, Her love will remain locked in or heart and soul for all eternity. By Lovinglife (Ann) 10 May 2012

Commodore’s Comments
Commodore, Glenn Nixon
Sheila and I hope our members continue to be safe and healthy. It appears we are finally seeing some improvements in the COVID-19 situation. In any case, the Board and Flag remain committed to continuing progress toward readying the club for opening in our traditional timeframe but keeping the health and safety of the membership as our number one priority. Sheila and I have moved forward with cancellation of the Commodore's Ball at the Royal Park Hotel. We were not able to see any clear path to holding the event in a timely manner considering the ongoing restrictions placed on this and alternative venues. As I mentioned last month, we are working on the possibility to hold some type of event at the Club. Again, we are staying optimistic we can have a formal event that will help us maintain our traditions and will be enjoyable for all. Planning for rendezvous for this coming season is becoming more definite. At this stage we anticipate having only two rendezvous rather than the traditional three. We do have confirmation from Lexington Harbor for the weekend of July 23-25 and St. Clair Harbor for the weekend of August 13-15. Continue to watch for fanouts from your Fleet Captains for updates. It does not seem possible that we are only a bit over 5 weeks away from our first Elite Brigade on April 17th! I am sure we are all very excited about getting started on readying our boats for spring and preparing the clubhouse and harbor and grounds for another great season. In the meantime, the Board and Flag are very busy planning the needed project activities, along with bringing on a raft of new members and approving weekday rendezvous. Please everyone keep an eye on your email for fanouts and stay informed. The time is going to go quickly now. We are looking forward to robust turnouts to the Elite Brigades as well as regular work parties. We look forward to seeing our fellow members very soon. Everyone please stay safe and have a happy and productive March.

Vice-Commodore’s Comments
Vice Commodore, Dale Hall
Vice Commodore’s Comments With a little bout of winter weather at the end of February, the extended forecast appears to be warming up Southeast Michigan as we move into mid-March. With all of us holding our collective breath for the second half of March to stay above average temperature, we will be headed to the island very soon to start getting it ready for a great year. A special thank you to Secretary Gary for developing the work schedule for the year and for trying to accommodate everyone’s schedule to complete their weekend work hours. Also, a big thank you to Publication’s Director Melissa for getting the Beacon’s out consistently and to our Membership Director Debbie for her ongoing work with dues and all the incoming new members.
With the weather turning, the big work for the rest of us will start this month and really kick into high gear on April 17 th for our first Elite Brigade weekend.
As you prepare for the Summer, please make sure your NCYC Burgee is in plain view on your boat and remind all our members to do the same. This is also a great time to check all your boat’s safety equipment and update anything that is damaged or missing.
We look forward to seeing everyone face to face in April and May.

As you can see from the calendar there are still 3 openings for weekday managers, also openings for team partners. If you can’t work a full week, how about helping out another member with a day or two, or even a few hours during the week. All help is greatly appreciated.

U.S. Coast Guard Changes
Certificate of Documentation to 5 Years
New rule will spare some boaters a yearly task
SPRINGFIELD, Va., April 14, 2021 -- Of the nation’s nearly 12 million registered recreational boats, those owners who federally document their vessels, or about 165,000 boats, will be spared the hassle of renewing their U.S. Coast Guard Certificate of Documentation every year as a result of recent rule change that now makes documentation valid for five years. The move was the result of Coast Guard cost- saving efforts and requirements set forth in the Frank LoBiondo Coast Guard Authorization Act of 2018. “The change to a five-year documentation period will be a time-saver,” said BoatUS Manager of Government Affairs David Kennedy. Kennedy notes the new rule also eliminates some options that were formerly available. Formerly, documentation was $26 per year and boaters could select the number of years, from one to five. The new five-year documentation cost for is fixed at $130. Additional fees apply for initial documentation as well as exchanges. The Coast Guard will not issue refunds if an owner chooses to cancel documentation before its five-year expiration or if a vessel is sold during the renewal period. Boat owners generally choose to federally document vessels with the U.S. Coast Guard versus the more common practice of state registration, for one of two reasons: the boat was purchased with a bank loan and the lender required it or the owner plans to travel beyond U.S. waters. A Certificate of Documentation is internationally recognized and makes it easier for American vessels to enter and leave foreign ports. “Going forward, the five-year Certificate of Documentation is the only option available for recreational vessels as the 2018 Act did not allow for alternatives,” added Kennedy.
Documented vessels must also be a minimum of 5 net tons, which is about the size of a 26-foot boat. BoatUS notes that net tons are more about (cargo) volume, than weight.
In a related issue, BoatUS continues to advise boaters to be vigilant when renewing U.S. Coast Guard vessel documentation as official-looking vessel documentation renewal notices can lead to confusion and higher costs. Some BoatUS members have received notices that are not from the Coast Guard but rather third-party companies whose name or return addresses may appear similar to that of the official U.S. Coast Guard National Vessel Documentation Center (NVDC).
For more information on documentation go to BoatUS.com/Documentation.

National Safe Boating Week Is May 22–28:
How Can You Make Boating Safer This Season?
3 tips from the BoatUS Foundation for Boating Safety and Clean Water
ANNAPOLIS, Md., April 26, 2021 – The nation’s biggest recreational boating safety event of the year, National Safe Boating Week, is right around the corner, May 22–28. The annual event helps remind boaters to keep boating safety front and center all season long. How can you be a safety hero aboard your boat? Here are three tips from the BoatUS Foundation for Boating Safety and Clean Water. 1. The best life jacket is the one you will wear, meaning one that’s comfortable. There are many lightweight inflatable life jackets that fit the bill. Check the jacket’s label to ensure it’s approved for your type of boating. If the kids are visiting, don’t be tempted to put a child in an ill-fitting adult life jacket. The BoatUS Foundation’s Life Jacket Loaner program for kids offers a free and easy way to borrow an infant, child or teen life jacket for the day or weekend with locations at nearly 600 marinas, boat clubs, and other waterfront locations across the country. 2. Learn from what the U.S. Coast Guard boating safety reports tell us: Operator inattention, improper lookout, operator inexperience, excessive speed, and alcohol rank as the top five primary contributing factors in accidents. This summer, recreational boaters can focus on these factors by putting down the cellphone, practicing using S.C.A.N. procedures to avoid distracted boating, taking a free boating safety course, slowing down, and driving more defensively, especially in congested boating areas. Alcohol use is the leading known contributing factor in fatal boating accidents, so save the celebration for after the boat is safely tied up for the night. Boat operators also need to recognize they are responsible for the safety of their guests, including inebriated ones. 3. Remember to wear an engine cutoff switch if your boat is less than 26-feet, traveling on plane or above displacement speed. Some exemptions apply to this new rule went into effect April 1, including if the vessel has an enclosed helm. Engine cutoff switches can prevent boat strike injuries after an operator has been ejected from the vessel or displaced from the helm.
